ARIZONA SERIAL NUMBER (AZ SNO) ANd

ARIZONA REASSIGNED SERIAL NUMBER (BUILT-UP NUMBER)

Summary of Changes

No changes needed per the two year review.

Purpose

To provide guidelines for applying, issuing, accounting for, and affixing an Arizona Serial Number (AZ SNO) or Arizona Reassigned Serial Number (Built-up Number) to a vehicle, major component part, or mobile home.

Authority

Two Year Review, A.R.S. §§ 28-2003, 28-2165, 28-4594, and 28-4595.

Policy

  1. The Division is authorized to assign an AZ SNO or Built-up Number to a vehicle or mobile home when the Arizona Department of Transportation Vehicle Identification Number (VIN), manufacturer’s serial/ID number, or other identifying number has been altered, removed, obliterated, defaced, or omitted.
  1. The owner of a vehicle or mobile home must apply for a new Certificate of Title (title) or a corrected title when the vehicle or mobile home is issued an AZ SNO or Built-up Number.
  2. A Level II or III Inspection is required.
  1. When available, a properly endorsed ownership document (title, salvage certificate, etc.) shall be surrendered for the vehicle or specific major component part.
  1. When titling a newly constructed, reconstructed or modified vehicle, the following documentation may be required:
  1. Dismantling Permit/Dismantle branded title
  2. Purchase contract
  3. Bill of Sale
  4. Invoices and/or receipts for the original vehicle and any replacement parts
  1. AZ SNO shall be affixed by a certified inspector and issued to the following vehicle types:
  1. Homemade trailers
  2. Kit trailers
  3. Reconstructed vehicles
  4. Specially Constructed vehicles
  5. Other (example: when the manufacturer’s serial/ID number or component part cannot be identified).
  1. When a vehicle requires both a bonded title and an AZ SNO, the AZ SNO will be assigned and affixed before proceeding to the bonded title process.
  1. The Built-up Number is issued after the completion of a Level II Inspection. 
  1. Pursuant to A.R.S. § 28-2003, a fee for the issuance of an AZ SNO or Built-up Number is $5.
